New Legislation - Consultation report Reserch Report on Consultation on Proposed Housing Legislation including Mobile Homes PROPOSED HOUSING BILL CONSULTATION PROPOSED HOUSING BILL CONSULTATION You are invited to submit a response to the Scottish Government's consultation paper on a Proposed Housing Bill which was published today. The consultation will run until 19 April 2010 and seeks views from stakeholders on three areas – the private rented sector, licensing of mobile homes and twenty year residential lease and standard security lease rules. The private rented sector proposals aim to make improvements in the areas of landlord registration, Houses in Multiple Occupation (HMO) licensing, the tenancy regime and overcrowding. The two other areas propose the modernisation of the licensing of mobile home sites and seek views on making changes to the twenty year rules to facilitate long term private sector investment in housing and allow for a move away from a reliance on Scottish Government grant funding to finance the provision of affordable housing. The consultation and the proposed private housing bill following it are subject to a tight timescale as the proposed bill would be required to go through all the Parliamentary stages by March 2011 if it was to be passed during this parliamentary session. With this in mind, the consultation will be issued with a duration of 6 weeks. Please note we cannot accept responses to the consultation after the deadline.
